This is part of the group’s attempt to integrate its market and standardize products. When a company acquires the CE Marking, it’s an indication that it has completed all the assessment procedures for the product. The marking applies only to products which are regulated by European health, safety and environmental protection legislation. These broad areas apply to more than 50 percent of products currently being exported to Europe from the United States, making CE Marking extremely important for companies exporting to Europe.

The CE Mark does not indicate conformity to a quality standard; it simply indicates that the product conforms to directives on products which could potentially pose a threat to the public in health, safety and environmental areas. There are 30 to 40 adopted and proposed directives which require that products conform to certain requirements to enter the European market.

Products such as toys, appliances, recreational craft, construction products, medical products, personal protective equipment and various types of machinery have specific directives. However, there are four directives which are inclusive and should be examined closely by companies whose products require CE Marking. They are:

*Machinery directive, which pertains to any machinery with moving parts — with the exception of machines which are operated manually.
*Electromagnetic compatibility directive, which focuses on electromagnetic emissions and immunity. This applies to most electronic equipment.
*Telecommunications terminal equipment directive, which deals with telecommunications, computers and network hardware.
*Low-voltage directive, which applies to all electrically operated products.

I can already hear the groans of small-to-medium-sized manufacturers. A study of the directives and a plan to comply with them can appear to be overwhelming.

However, on the positive side, if you obtain CE Marking, these directives will provide only one set of regulations to comply with in designing and manufacturing your product for the entire EEA. The U.S. Department of Commerce’s National Institute of Standards and Technology has developed a series of steps for U.S. manufacturers. First is identifying the applicable EU directives for each product.
